The Singapore Version of Mahjong is played with 148 tiles.  These include:

1 set of 4 animals (rat-cat pair & centipede-chicken pair) 

1 set of 4 red flowers/seasons (numbered 1 to 4) (1 - Spring/Chun, 2 - Summer/Xia, 3 - Autumn/Qiu, 4 - Winter/Dong)

1 set of 4 blue flowers/plants (numbered 1 to 4) (1 - Peach Blossom/Mei, 2 - Orchid/Lan, 3 - Chrysanthemum/Ju, 4 - Bamboo/Zhu)

4 sets of 3 dragons (Red Dragon/Hong Zhong, Green Dragon/Fa Cai, White Dragon/Bai Ban)

4 sets of 4 winds (East/Dong, South/Nan, West/Xi, North/Bei) 

4 sets of 9 characters (numbered 1 to 9, called wan zhi) 

4 sets of 9 bamboos (numbered 1 to 9, called suo zhi) 

4 sets of 9 marbles (numbered 1 to 9, called tong zhi) 

When the game starts, each player should have 13 tiles except for the dealer, who begins with 14 tiles.  At any stage of the game, a player should have 13, 10, 7, 4 or 1 concealed tile(s).
